Any Birth Certificate, Death Certificate, Marriage Certificate, Divorce Decree executed (signed) by County Health Officers and County Local Registrars cannot be Apostilled.  A new one must be obtained that is certified by the County Clerk / Recorder.  Birth certificates issued in San Francisco must be authenticated by the San Francisco County Clerk / Recorder before being Apostilled      (example of required San Francisco County Authentication)

Note:

There may be a delay of up to 2 weeks and an additional expense if the
 NOTARY PUBLIC'S SIGNATURE on the document has not been AUTHENTICATED by the County Clerk of the County that holds the Notary Public's Bond (shown on the Notary Public's Seal).


* To avoid unnecessary delays that may result from out-of-date documents, a document certified by a County Official (e.g. County Clerk / Recorder) should have a certification date within the last five years or a new certified copy should be obtained from the appropriate County official.
